Stephen Payne, Linden’s President, and Brian Ettinger, Linden’s General Counsel, were FARA registered for Pakistan from 2001 to 2004, helping to reverse years of sanctions and encouraging Pakistan to join the fight against Al-Qaeda after 9/11. During this period the Linden team successfully assisted Pakistan in being designated a Non-NATO ally by the U.S., obtaining over $3 billion in U.S.aid, and supported the purchase of F-16 fighter jets and other military equipment needed to support the War on Terror.

Mr. Payne has over 25 years of Governmental Affairs, Public Relations and Energy Consulting experience. He has provided government affairs representation to the countries of Pakistan, Azerbaijan and the UAE as well as corporations such as JP Morgan, SAP Software, Continental Airlines, Boeing, Lockheed Martin among many others. Prior to founding Linden Strategies, Mr. Payne served as a Senior Advance Representative under President George W. Bush, and on the staff of Senator Kay Bailey Hutchison.

Mr. Ettinger is an experienced government affairs and energy industry attorney. He has handled complex government relations and government regulatory matters including being a registered lobbyist for foreign governments, sovereign owned energy companies, and international businesses. Prior to be coming anattorney, Mr. Ettinger served as an assistant to the Mayor of Philadelphia and as Congressional Staff Assistant to Congressional House Leadership and Senator Joe Biden.
